Short answer: They do different jobs, and both are free to start. The EU AI Act Compliance Checker on artificialintelligenceact.eu is an interactive questionnaire by the Future of Life Institute: you answer questions about one AI system and it shows which obligations may apply. Its page says the text used is Regulation (EU) 2024/1689 as published on 13 June 2024, and its latest changelog entry is 3 July 2025; the page does not mention the Digital Omnibus on AI (Regulation (EU) 2026/1744), which moved the high-risk dates — so check dates against EUR-Lex. EURO AI Register is a record: a list of every AI system you use, with owner, role, screening answers, the Article 4 literacy record and an evidence log, free for up to 10 systems. Use the Checker to think through one system; use a register to keep the list and the proof.
Why this matters now (official dates)
- Article 4 AI literacy has applied since 2 February 2025 to providers and deployers, whatever the risk level. As replaced by Regulation (EU) 2026/1744, it asks organisations to take measures to support the AI literacy of their staff; it does not require them to guarantee a specific level for any individual. The European Commission's Q&A says there is no need for a certificate: an internal record of trainings or guidance is enough, and national authorities supervise and enforce from August 2026 (Commission AI literacy Q&A).
- Article 50 transparency duties (for example, telling people they are talking to a chatbot) apply from 2 August 2026 (Regulation (EU) 2024/1689).
- High-risk rules were moved by the Digital Omnibus on AI, Regulation (EU) 2026/1744: Annex III uses (such as recruitment and credit scoring) from 2 December 2027, and AI in regulated products (Annex I) from 2 August 2028.

Who should use the Compliance Checker (and nothing else) for now
- You have one AI system and want a quick first view of whether the Act reaches it at all.
- You are a provider exploring a product idea and want to see the obligation structure, then talk to a lawyer.
- You are learning the Act and want a free walk-through of the roles and risk levels.
Who needs a register as well
- Your team uses several AI tools (chatbot, ChatGPT, AI inside your software) and you need one list with owners.
- You want a dated Article 4 record: the Commission's Q&A says an internal record of trainings or guidance is enough, no certificate needed.
- You want to show what you checked, when, and on which evidence, if a customer or authority asks.

Frequently asked questions
Is the EU AI Act Compliance Checker free?
Yes. It is a free interactive tool on artificialintelligenceact.eu, developed by the Future of Life Institute (read 20 Oct 2026). Your inputs are stored only if you ask for results by email.
Does the Checker reflect the Digital Omnibus changes?
Its page (read 20 Oct 2026) names Regulation (EU) 2024/1689, Official Journal version of 13 June 2024, and its latest changelog entry is 3 July 2025. It does not mention Regulation (EU) 2026/1744, which set high-risk dates of 2 December 2027 (Annex III) and 2 August 2028 (Annex I). Check dates on EUR-Lex.
Do the high-risk rules apply from August 2026?
No. Regulation (EU) 2026/1744 set Annex III high-risk obligations for 2 December 2027 and Annex I (regulated products) for 2 August 2028. Article 50 transparency duties apply from 2 August 2026.
Can I use both?
Yes. Many small businesses use a questionnaire to think through one system, then record the result for every system in a register, with the Article 4 literacy record alongside.
Not legal advice. EURO AI Register and the Readiness Kit are record-keeping aids, not proof of compliance, not an audit and not a conformity assessment; the AI Act has no organisation-wide seal a tool can give you. If a system may be banned or high-risk, have a qualified lawyer review it. Unadhi is not affiliated with the EU or any EU authority.
