Reclaim ledger and RCM ledger check sheet for CA firms: find negative balances before GSTR-3B for October 2026
What you get: a ready-to-copy Google Sheet layout that checks every client's two GST portal ledgers before you file GSTR-3B for October 2026 (due 20 November for monthly filers). Tab 1 has one row per client for the Electronic Credit Reversal and Re-claimed Statement (the "reclaim ledger"): closing balance, what you plan to reverse in Table 4(B)(2), what you plan to reclaim in Table 4(D)(1), and a formula that flags any reclaim above the limit. Tab 2 does the same for the RCM Liability/ITC Statement (the "RCM ledger"): RCM tax paid in Table 3.1(d) against RCM credit claimed in Tables 4(A)(2) and 4(A)(3). Tab 3 lists clients with a negative closing balance and the fix. You also get a made-up example and a WhatsApp message for clients.
Short answer (checked 24 Oct 2026): GSTN's advisory of 29 December 2025 said that, shortly, the portal would stop negative values in both ledgers. The reclaim in Table 4(D)(1) must be less than or equal to the reclaim ledger's closing balance plus the ITC reversed in Table 4(B)(2) of the same GSTR-3B. RCM credit in Tables 4(A)(2) and 4(A)(3) must be less than or equal to the RCM tax in Table 3.1(d) of the same GSTR-3B plus the RCM ledger's closing balance. A client who already has a negative closing balance cannot file GSTR-3B until it is fixed. We could not confirm from an official source the date this hard check went live, so open each client's ledger before the 20th and treat any negative balance as a blocker.
What GSTN's advisories say
- Reclaim ledger. It started from the August 2023 return period for monthly filers and from the July-September 2023 quarter for quarterly filers. It captures ITC temporarily reversed in Table 4(B)(2) and reclaimed later in Tables 4(A)(5) and 4(D)(1). Path on the portal: Services, Ledger, Electronic Credit Reversal and Re-claimed.
- RCM ledger. It started from August 2024 for monthly filers and from the July-September 2024 quarter for quarterly filers. It tracks RCM liability in Table 3.1(d) and the matching credit in Tables 4(A)(2) and 4(A)(3). Path: Services, Ledger, RCM Liability/ITC Statement.
- Before the hard check. Taxpayers saw only a warning when they reclaimed or claimed more than the balance, and could still file. Several chances were given to report and amend opening balances.
- The new check (advisory of 29 Dec 2025). Negative values and credit above the available balance "shall not be allowed" in both ledgers, using the two limits in the short answer above.
- If a ledger is already negative. Reclaim ledger: reverse the excess in Table 4(B)(2) of the current GSTR-3B. If there is not enough ITC that period, the reversal is added to the tax payable. RCM ledger: pay the extra RCM liability in Table 3.1(d), or cut the RCM credit claimed in Tables 4(A)(2)/4(A)(3) down to the closing balance.
Tab "Reclaim": one row per client (reclaim ledger check)
| Col | Header | What goes in it |
|---|---|---|
| A | Client | Trade name |
| B | GSTIN | 15 characters |
| C | Filing | Monthly or QRMP |
| D | Closing balance (₹) | From Services, Ledger, Electronic Credit Reversal and Re-claimed, latest period filed. Enter IGST+CGST+SGST+cess total, or add four columns if you want it by head. |
| E | Reverse now, 4(B)(2) (₹) | Reclaimable reversal planned in October's GSTR-3B (for example rule 37 unpaid supplier invoices, rule 37A) |
| F | Reclaim now, 4(D)(1) (₹) | Amount you plan to reclaim this period |
| G | Limit (₹) | =D2+E2 |
| H | Over limit (₹) | =MAX(0,F2-G2) |
| I | Status | =IF(D2<0,"NEGATIVE: reverse "&TEXT(-D2,"#,##0")&" in 4(B)(2)",IF(H2>0,"CUT reclaim by "&TEXT(H2,"#,##0"),"OK")) |
| J | Working paper | Link to the invoice list behind the reclaim (supplier paid, GSTR-3B filed by supplier, and so on) |
Tab "RCM": one row per client (RCM ledger check)
| Col | Header | What goes in it |
|---|---|---|
| A | Client | Same as tab 1 |
| B | Closing balance (₹) | From Services, Ledger, RCM Liability/ITC Statement |
| C | RCM tax now, 3.1(d) (₹) | RCM liability in October's GSTR-3B (for example rent from an unregistered landlord, legal fees, GTA) |
| D | RCM credit now, 4(A)(2)+4(A)(3) (₹) | Import of services plus other inward supplies liable to RCM |
| E | Limit (₹) | =B2+C2 |
| F | Status | =IF(B2<0,"NEGATIVE: pay more in 3.1(d) or cut 4(A)(2)/(3)",IF(D2>E2,"CUT credit by "&TEXT(D2-E2,"#,##0"),"OK")) |
| G | Cash needed? | =IF(C2>0,"Yes: RCM tax is paid in cash","No") (RCM liability cannot be paid from the credit ledger) |
Tab "Blockers": clients who cannot file until fixed
Use =FILTER(Reclaim!A2:I,LEFT(Reclaim!I2:I,8)="NEGATIVE") and the same on the RCM tab. Add columns for who will call the client, the date the fix was agreed, and the GSTR-3B ARN once filed. Sort by GSTR-3B due date so 20 November (monthly) comes before 22 or 24 January (QRMP, quarter October-December, by State group).
Made-up example (not a real client)
Client "Sample Traders" has a reclaim ledger closing balance of ₹18,000. In October they reverse ₹6,000 in Table 4(B)(2) for invoices not paid within 180 days and want to reclaim ₹30,000 in Table 4(D)(1) for suppliers since paid. Limit = 18,000 + 6,000 = ₹24,000, so the sheet shows "CUT reclaim by 6,000". Check whether the missing ₹6,000 was reversed before August 2023 and never declared as opening balance; under the advisory, the reclaim cannot go above the limit in this return.
Plan to 20 November
- By 5 Nov: download both ledgers for every client and fill columns D and B.
- By 12 Nov: after GSTR-1 (11 Nov) and GSTR-2B (14 Nov) are out, fill the planned 4(B)(2), 4(D)(1), 3.1(d) and 4(A) amounts.
- By 15 Nov: call every client on the Blockers tab; agree the reversal or extra RCM cash.
- By 20 Nov: file; record ARNs; re-download the ledgers so next month starts from the new closing balance.
WhatsApp message to a client
"Hello, before we file your October GST return (due 20 November) we checked your ITC reclaim and RCM statements on the GST portal. The portal now limits reclaims to the balance shown there. For your GSTIN we need to [reverse ₹X / pay ₹Y extra RCM in cash] this month. Please confirm by 15 November so the return is not stuck."
