Revoking a cancelled GST registration: Form REG-21, the 90-day window and what to clear first
Step by step
- Read the cancellation order (REG-19) and note the date it was served.
- File every pending return up to the effective date of cancellation and pay tax, interest and late fee.
- On the GST portal: Services > Registration > Application for Revocation of Cancelled Registration (REG-21). Give the reason and attach supporting documents.
- The officer either restores the registration (order in REG-22) or issues a show cause notice (REG-23). Reply in REG-24 within the time given.
Common mistakes
- Applying before clearing returns. The portal and the officer expect returns filed up to the cancellation date first.
- Missing the 90 days and not asking for an extension with reasons inside the extended limit.
- Confusing voluntary and officer cancellation. If you applied to cancel (REG-16), revocation does not apply; you register afresh.
- Ignoring the REG-23 notice. No reply usually means rejection.
Checklist
- REG-19 order and date of service
- All pending returns filed, dues paid
- REG-21 filed within 90 days (or extension reason ready)
- REG-24 reply if a notice comes
