Encumbrance certificate (EC) online in Andhra Pradesh: IGRS AP steps for Vizag, Vijayawada, Guntur and Tirupati
Short answer: In Andhra Pradesh, the encumbrance certificate (EC) is on IGRS AP's EC & CC Services page at registration.ap.gov.in. The department's own EC user manual (dated 2024) says you sign in with an Email ID, Mobile Number or Aadhaar Number and an OTP, choose EC Search, then raise a "New Encumbrance Request". IGRS AP's FAQ adds that ECs are also issued by MeeSeva centres and Sub-Registrar and District Registrar offices. An EC lists registered transactions only, so use it with other checks before you pay for a flat or plot in Vizag, Vijayawada, Guntur or Tirupati.
What IGRS AP says an EC is (Registration FAQ, checked 14 Oct 2026)
- Q39: "Encumbrance Certificate is a record showing registered transactions pertaining to a property." When a mortgage, sale or other deed is registered, the department indexes it, and that index produces the EC.
- Q40, Nil EC: if no deeds are registered for the property you asked about, a nil EC is issued for that period. "Unregistered transactions are not included in this certificate".
- Be careful filling it in: incomplete or inaccurate details "may get a wrong EC". You can also verify the records at the Sub-Registrar office by paying the statutory fee.
- Not enough on its own: "EC cannot be taken as a sole criterion to buy a property or lend money."
- IGRS AP's Property Purchase FAQ adds that Section 57 of the Registration Act, 1908 lets citizens get copies of registered documents (CC) and ECs from Registrar or Sub-Registrar offices.
Online steps, as the official manual describes them
We read these in the USER MANUAL FOR EC REPORTS DOWNLOAD (Registration and Stamps Department, Vijayawada, 2024). We did not log in, so every step after sign-in is marked (to verify).
- On IGRS AP, open the PRIMME Data entry & Document Generation option and sign in with Email ID, Mobile Number or Aadhaar Number; you get an OTP (to verify: whether a foreign mobile number works).
- On the landing page choose EC Search, then "New Encumbrance Request" (to verify).
- Enter the Encumbrance Type, the Document No, Registration Year and the SRO where it was registered, then the captcha. Take these from the seller's registered sale deed (to verify).
- Enter the applicant name, then pay online. The manual shows the payment step but not the amount, so we don't state a fee (to verify).
- The manual also shows the EC statement being e-signed by the Sub-Registrar. The EC & CC Services page lists "EC For Information Only", "Signed EC" and "Signed CC" options; ask your lawyer which one they need (to verify).
Prefer an office? IGRS AP links an Encumbrance Application form (image). Its Citizens Charter lists a time frame of 1 hour for an EC from the computer record and 24 hours from the manual record. Ask the SRO what applies today (to verify).
What to ask the seller before you search
- The registered sale deed: document number, year and SRO. For land, the ROR title deed and pattadar pass book give the right survey and sub-division number (IGRS AP Citizens Charter).
- Every earlier deed in the chain, so you can ask the SRO for official copies (CC).
- Any loan on the property and the bank's closure letter. The Property Purchase FAQ warns that some sellers have pledged land for a bank loan.
Run these with the EC
- Prohibited property search on IGRS AP.
- Meebhoomi land record check. NRIs and OCIs can't buy agricultural land, plantation property or a farm house (RBI Master Direction, para 3.1.1).
- For a new project, the AP-RERA project search on rera.ap.gov.in. Then a lawyer's title opinion.
We don't pull ECs for you and don't offer a checking service. This page shows what IGRS AP's own pages and manual say, as we read them on 14 Oct 2026.
