NRI power of attorney for property in Andhra Pradesh: GPA and SPA stamp duty and registration fee (IGRS AP)
Short answer: If you live abroad and want a relative in Andhra Pradesh to handle your flat or plot, the stamp duty depends on what the power of attorney lets them do. IGRS AP's own Stamp Duty schedule (Article 42) says a General Power of Attorney (GPA) to family members carries a reduced duty of Rs. 1,000, and a GPA to anyone else carries 1%. A power of attorney "given for consideration and authorising the attorney to sell" is charged the same duty as a conveyance (a sale). A POA signed abroad may be stamped within three months after it is first received in India (Indian Stamp Act, section 18, as printed on IGRS AP).
What IGRS AP's schedule says about a power of attorney (checked 14 Oct 2026)
- Only to get documents registered (procuring registration or admitting execution, single transaction): Twenty rupees (Art. 42(a)).
- One or more persons, a single transaction: Twenty rupees (Art. 42(b)).
- Up to five persons, more than one transaction or generally: Fifty rupees (Art. 42(c)).
- For consideration, authorising the attorney to sell immovable property: the same duty as a conveyance on the consideration (Art. 42(e)).
- For construction, development, sale or transfer of immovable property: five rupees per hundred on market value (Art. 42(g)).
- Note in the schedule: duty reduced to Rs. 1,000 when the GPA is in favour of family members, and to 1% when it is in favour of others (G.O.Ms. No. 1128, Revenue (Regn-I), 13.6.2005, w.e.f. 1-7-2005). Which clauses that note covers isn't spelled out, so confirm with the SRO (to verify).
Registration fee on IGRS AP's fee list
- Registration Fees lists "General Power of Attorney other than sale" and "Attestation of Special Power of Attorney" at Rs. 1,000 each.
- "Power of attorney given to sell / construct / develop / transfer of immovable property" and "Power of Attorney for Consideration": 0.5%, minimum Rs. 1,000, maximum Rs. 20,000.
- The PDF's file properties show it was last modified in April 2023. Ask the sub-registrar office (SRO) for the current fee before you go (to verify).
NRI's 6-step POA checklist (Andhra Pradesh)
- Decide the scope first: only registration, managing and renting, or selling. The scope sets the duty.
- Write the property details exactly as on the sale deed: district, mandal, village, survey or door number.
- Sign it abroad as your lawyer advises (often before an Indian embassy or consulate officer; to verify for your country).
- Once it reaches India, get it stamped within three months (section 18 of the Stamp Act, as printed on IGRS AP).
- Check the property's market value on IGRS AP's Market Value Assistance page, because a sale POA is charged on value.
- Run the prohibited property search and the Meebhoomi land record check before your attorney signs anything.
