AI-Act-Kompass or EURO AI Register? Two local-first EU AI Act tools for SMEs
Partner programme opening soon: join the free waitlist. Planned terms are 50% of each referred sale (75% once you have 5+ paying customers), single level, paid through Gumroad only from revenue received.
Short answer: These two are close. AI-Act-Kompass is a local-first EU AI Act app for SMEs: no account, no cloud, data stays on your device. A guided wizard sets the risk class with reasoning and legal references; it has a cross-system task list with .ics calendar export and reminders, over 15 document types (risk report, action plan, works council information, FRIA and more) and an Article 4 literacy test with a training register. Its site (checked 27 Oct 2026) says 1 AI system is free with the full feature set, and Pro for more systems is from €9.99 a month; it runs on web, iPhone, iPad and Mac in 9 languages. EURO AI Register also runs in your browser with no account, but is free for up to 10 AI systems, with screening questions and article references, duties by role with dates, an evidence log and a printable Article 4 literacy record; membership for unlimited systems is $19 a month or $190 a year. If you have one AI tool, need German works council documents or a language other than English or German, or want an Apple app, AI-Act-Kompass is a strong pick and cheaper per month. If you have several AI tools and want them all listed free, start with EURO AI Register.
The pain this page is about
“We use ChatGPT, Copilot, an AI note-taker and Canva's AI. I want them all on one list, offline, before I pay anything.” Both tools keep your data on your device. The difference is how many systems are free and what documents you get.
Why this matters now (official dates)
- Article 4 AI literacy has applied since 2 February 2025 to providers and deployers, whatever the risk level. As replaced by Regulation (EU) 2026/1744, it asks organisations to take measures to support the AI literacy of their staff; it does not require them to guarantee a specific level for any individual. The European Commission's Q&A says there is no need for a certificate: an internal record of trainings or guidance is enough, and national authorities supervise and enforce from August 2026 (Commission AI literacy Q&A).
- Article 50 transparency duties (for example, telling people they are talking to a chatbot) apply from 2 August 2026 (Regulation (EU) 2024/1689).
- High-risk rules were moved by the Digital Omnibus on AI, Regulation (EU) 2026/1744: Annex III uses (such as recruitment and credit scoring) from 2 December 2027, and AI in regulated products (Annex I) from 2 August 2028.

Not legal advice. EURO AI Register and the Readiness Kit are record-keeping aids, not proof of compliance, not an audit and not a conformity assessment; the AI Act has no organisation-wide seal a tool can give you. If a system may be banned or high-risk, have a qualified lawyer review it. Unadhi is not affiliated with the EU or any EU authority.
