Buying a split or sub-divided plot in Hyderabad or Telangana: approval check before you pay

Official layout rules read on 22 Oct 2026 · Not legal advice · Government websites change, so re-check before you rely on a step.

Short answer: if the seller is selling you part of a bigger plot (a "split" plot), or two plots joined into one, ask first whether that split or merger was approved. In Telangana municipalities outside Hyderabad's GHMC and HMDA area, sub-dividing land into plots falls under the Telangana Municipal Land Development (Layout & Sub-division) Rules, 2021, which set a minimum plot of 50 sq. m and 6 m width. Inside the HMDA area, HMDA's own charges list has a separate fee line for plot sub-division and amalgamation. Either way, a registered sale deed alone does not show that the split was approved.

Which rules apply where you are buying

Where the plot isWhat we readWhat it means for you
A municipality or municipal corporation in Telangana, outside GHMC and HMDAThe 2021 Rules (G.O.Ms.No.105, 5 Jul 2021, listed on the BuildNow GO page) apply to "All land development through formation of layouts, sub-division of land into plots duly providing the infrastructure and other amenities" and "To use of any land, where sub-division of land is undertaken and use of land is changed."A split plot should come from an approved layout or sub-division. Ask for the approval and the plot's number on the approved plan.
GHMC or HMDA area (Hyderabad metro region)The same rules say, word for word: "These Rules shall apply to all Municipalities and Municipal Corporations in the State except for GHMC and HMDA area." HMDA's charges table lists "Plot amalgamation/plot subdivision charges, (if the proposal is having more than one plot or if the plot is subdivided)".HMDA treats a split or merged plot as something it charges for when it gives permission. Ask whether the split was part of an HMDA permission. The full GHMC/HMDA sub-division rule is to verify; we have not read it.

Size limits in the 2021 Rules (municipal areas)

Rule 5 of the 2021 Rules says: "(6) Minimum Plot Area: 50 Sq. Mts." and "(7) Minimum Width of the Plot: 6.00 Mts." If the piece you are being offered is smaller or narrower than this, ask how it was approved. Local master plans can set different numbers, so check with the municipality.

Why a split plot is riskier. When someone sells "the eastern half" of a plot, the sale deed is registered on the seller's word about the boundary. The approved plan is what decides whether you can later get a building permission on that half. We did not find a public search that confirms a sub-division by plot number, so ask the seller for the papers.

What to ask the seller for, in writing

  1. The approved layout or sub-division plan, with the authority's name, file or permit number and date.
  2. Your plot's number and measurements as shown on that plan, not just in the sale deed.
  3. If HMDA area: the HMDA proceedings showing the sub-division or amalgamation, and the charges paid.
  4. The link documents for the whole original plot, and an encumbrance certificate for the full original survey number, not just your piece.
  5. If two plots were joined: the approval for the amalgamation, and both plots' original documents.

Charges

HMDA's table says: "Consolidation charges applicable @ Rs.10/- per sq.m or minimum of Rs.10,000/-(whichever is greater)", citing O.O.No:2419/P8/Plg/HMDA/2012 dated 04/08/2012. That table is titled for industrial building permission in unapproved layouts below 4,000 sq. m, so whether the same rate applies to a house plot is to verify with HMDA.

To verify: GHMC's own sub-division rules and fees, and whether a sub-division can be looked up online by plot number. HMDA's help desk contacts are on hmda.gov.in.

FAQ

Can I buy half of a plot in Hyderabad?

A sale deed can be registered, but whether you can build depends on whether the split was approved. Inside the HMDA area, HMDA lists separate charges for plot sub-division, so ask for the HMDA proceedings.

What is the minimum plot size for sub-division in Telangana municipalities?

The Telangana Municipal Land Development (Layout & Sub-division) Rules, 2021 set 50 sq. m and 6 m width. They apply to municipalities and corporations except the GHMC and HMDA area.

Do the 2021 layout rules apply in GHMC?

No. The rules say they apply to all municipalities and corporations except the GHMC and HMDA area.

What does HMDA charge for amalgamation or sub-division?

Its charges table lists Rs.10 per sq. m or a minimum of Rs.10,000, whichever is greater, on a table for industrial building permission in unapproved layouts. Confirm the rate for house plots with HMDA.

Can I check online whether a plot split was approved?

We did not find a public search by plot number. Ask the seller for the approved plan and permit number.
