Layout approval and LRS check before buying an open plot near Hyderabad: 6 questions to ask the seller
Short answer: Before you pay a token for an open plot on the edge of Hyderabad, ask for the layout permission and check who gave it. Telangana's own LRS FAQ says a layout approved only by a Gram Panchayat, without technical approval from DTCP, an Urban Development Authority or the Metropolitan Development Authority, is not a valid layout (Q5). Plots sold on a tentative (draft) layout without final approval also count as unapproved (Q1). For an unapproved plot, the FAQ lists the consequences: no building permission, no regular water supply, roads, drainage or streetlights, and "No registration of such plots by sale will be permitted" (Q3).
The 6 questions to ask the seller (and the answer you want)
- Who approved the layout? You want a layout permission from a competent authority: a Municipal Corporation, Municipality, Urban Development Authority, the Metropolitan Development Authority (HMDA around Hyderabad) or DTCP (LRS FAQ Q1). A Gram Panchayat letter on its own is not enough (Q5). For layouts processed on TG-bPASS, its FAQ adds that municipalities are not empowered to sanction layouts: the District Level TG-bPASS Committee sanctions up to 2.50 acres and the State Level Committee above that (to verify which authority covers your village).
- Is it the final layout or only a draft/tentative one? Ask for the final layout approval. Selling plots on a tentative layout without final approval is listed as an unauthorised layout (Q1 b).
- Is my plot in the mortgaged 15%? The TG-bPASS FAQ says a developer can sell only 85% of the plotted area after approval; at least 15% is mortgaged with the municipality and released only after the developer complies. Ask which plot numbers are mortgaged and whether they've been released (to verify on the approved plan and release order).
- Does the ground match the approved plan? Count the roads and open spaces on site. If the owner changed the layout after approval and you bought on the changed layout, the plot can't be regularised (LRS FAQ Q7). Open spaces carved into plots can't be regularised either (Q8). For new layouts, TG-bPASS says internal roads must be at least 12 m (40 ft) wide and asks for 7.5% parks and playgrounds, 1% social infrastructure, 1% utilities and 0.5% common parking.
- Is a Master Plan road or a protected zone on the plot? Plots affected by a Master Plan road won't be regularised (Q10). TG-bPASS says layouts aren't permitted in a Conservation Zone.
- If it's unapproved: is there an LRS application? Get the LRS application number and look it up on the portal's Application Search (it searches by application number or other details; we opened it without logging in on 14 Oct 2026). A pending status is not an approval. Ask for the final proceedings (to verify what the approved proceedings look like).
What the answer means for you
- Green: final layout permission from HMDA, DTCP, a UDA or a corporation; your plot isn't in the unreleased mortgaged area; roads and open spaces on the ground match the plan. Move on to the land and title checks below.
- Amber: unapproved layout, but the seller holds an LRS application with a sale deed from before 26-08-2020. The FAQ says LRS 2020 covers only plot owners with a registered sale deed executed before 26-08-2020 (Q11). Ask your lawyer whether it has been regularised and what is still unpaid.
- Red: Gram Panchayat-only approval, plots sold on a draft layout, a plot on a Master Plan road or an open space, or no LRS cover at all. The FAQ also says a plot bought in an unapproved layout after the notification date can't come in under LRS 2020 (Q11). Whether any newer scheme or window applies is something we could not confirm (to verify).
LRS 2020 in one paragraph
The Layout Regularization Scheme 2020 portal belongs to the Municipal Administration and Panchayat Raj departments. Its GOs page lists G.O.Ms.No.131 (MA&UD), the Regularization of Unapproved and Illegal Layout Rules 2020 for urban and rural areas (the PDF link returned an error for us on 14 Oct 2026, to verify). The FAQ says the scheme applies to all Gram Panchayat areas too (Q4) and that there is "at present" no provision to regularise unauthorised buildings, only the plot (Q16). The fees in the FAQ (Rs 1,000 per individual plot at application, balance by 31-01-2021) are from the 2020 scheme. Ask the local body what applies today (to verify).
Then run the land and title checks
- Bhu Bharati land record check for the survey number. If you live abroad: NRIs and OCIs can't buy agricultural land, plantation property or a farm house (RBI Master Direction, para 3.1.1), so a plot still recorded as farmland is a stop.
- Prohibited property check (Telangana).
- Encumbrance certificate (EC) on IGRS Telangana.
- For a plot in a project, the project's TG-RERA registration; see our TG-RERA ad box page for where the permit and RERA numbers should appear. Then a lawyer's title opinion.
We don't check layouts or plots for anyone. This page shows what the official Telangana LRS and TG-bPASS pages say, as we read them on 14 Oct 2026.

How do I check if a plot layout is approved in Hyderabad?
Ask the seller for the final layout permission and the name of the authority that issued it (HMDA, DTCP, an Urban Development Authority or a Municipal Corporation). Telangana's LRS FAQ says a Gram Panchayat approval without technical approval from DTCP, a UDA or the Metropolitan Development Authority is not a valid layout (Q5). Then match the roads and open spaces on the ground with the approved plan.
Is a Gram Panchayat approved layout valid in Telangana?
Not on its own. The LRS FAQ (Q5) answers No for a layout approved by a Gram Panchayat without technical approval of DTCP or an Urban Development Authority, and Q1 lists such layouts as unapproved.
What happens if I buy a plot in an unapproved layout?
The LRS FAQ (Q3) lists the consequences for unapproved plots that aren't regularised: no building permission, no regular water supply or services like roads, drainage and streetlights, and no registration of such plots by sale.
Can I regularise a plot I buy now under LRS 2020?
The LRS FAQ (Q11) says No: the scheme applies only to plot owners whose registered sale deed was executed before 26-08-2020. Whether any newer scheme applies is something we could not confirm (to verify).
How do I check an LRS application status in Telangana?
Use Application Search on lrs.telangana.gov.in. It searches by application number or other details. A pending status isn't an approval, so ask for the final proceedings. Not legal advice: a lawyer must confirm title.
