Family member certificate after a death in the family: Hyderabad and Telangana MeeSeva (for property transfer)
Short answer: In Telangana, the Family Membership Certificate is issued by the Tahsildar. District pages call it a Category B MeeSeva service, so you apply through a MeeSeva centre with the application form, a ration card, EPIC (voter ID) or Aadhaar card, and the death certificate. Fees, time taken and the Hyderabad-specific steps are not on the pages we read (to verify).
What the Telangana district pages say
"Family Membership Certificate is often required for the purpose of settlement of claims in respect of the deceased by the family members of the deceased family. Tahsildar is competent authority to issue."
Nalgonda and Yadadri Bhuvanagiri district service pages, Government of Telangana (read 21 Oct 2026)
- Two types: one for government employees (pension, gratuity, insurance, provident fund and other government benefits) and one for social security schemes (for example Apathbandhu, CM Relief Fund, housing, ex gratia).
- Documents listed: application form; ration card, EPIC card or Aadhaar card; death certificate.
- Where: "Category B service", so the citizen goes through a MeeSeva centre. The pages link the MeeSeva department portal (tg.meeseva.gov.in).
- Tracking: the Telangana MeeSeva portal has a "MeeSeva Certificate (Application No)" lookup.
To verify: the Hyderabad district site had no matching service page when we checked (404), so Hyderabad steps are assumed to follow the same state service; confirm at your MeeSeva centre. The fee, the number of days, and whether a notice period or field enquiry applies in Telangana today are not stated on the pages we read. The older Form 18 (2018) lists a notarised affidavit, VRO and RI enquiry reports and a challan; the amounts on it may be out of date, so we don't repeat them.
Before you go to MeeSeva: papers checklist
- Application form (the Nalgonda district site has Form 18, "Application for Family Member Certificate")
- Death certificate of the person who died
- Ration card, EPIC (voter ID) card or Aadhaar card
- A notarised affidavit and the applicant's statement with a photograph (listed on the older Form 18 checklist; to verify if still asked)
- Names, ages and relationship of every family member, written the same way as on their ID
- A copy of the property documents you plan to transfer, to show the next office (not needed for the certificate itself)
Which paper does which job
- Family member certificate (from the Tahsildar, applied through MeeSeva): lists who the family members of the person who died are. It is a revenue-office record of the family.
- Legal heir or succession papers from a court: a separate route. Whether the family member certificate is enough for your bank, society, builder or the Sub-Registrar, or whether they want a court document, is something to ask that office and your lawyer (to verify for your case).
- The property record itself: changing the owner's name after a death is a separate step (mutation). See our mutation guide. If the family then divides or gives up shares, see the partition and settlement deed guide; if there is a will, see the will registration guide.
Who inherits, and in what share, depends on the law that applies to your family and on any will. This page does not answer that. Not legal advice.

Is a family member certificate the same as a legal heir certificate?
Not necessarily. District pages describe it as a certificate listing the family members of the deceased, issued by the Tahsildar. Whether an office will accept it in place of a court succession document is for that office and your lawyer to confirm. Not legal advice.
Can I apply from abroad?
The official pages we read describe applying at a MeeSeva centre (and, in Andhra Pradesh, through the GSWS portal, where staff fill the application for the citizen). Whether an NRI can apply without visiting, or through a family member in India, is to verify with the Tahsildar's office.
Who issues the family member certificate in Telangana?
The Tahsildar, according to the Nalgonda and Yadadri Bhuvanagiri district service pages. You apply through a MeeSeva centre because it is a Category B service.
What documents are needed in Telangana?
The district pages list the application form, a ration card, EPIC card or Aadhaar card, and the death certificate. Carry a notarised affidavit as well; the older Form 18 checklist lists one (to verify).
