Apartment owners association registration in Hyderabad and Telangana: society route, documents, fee and RERA duties

Official pages read on 21 Oct 2026 · Not legal advice · Government websites change, so re-check before you rely on a step.

Short answer: in Telangana, flat owners usually register their association as a society with the District Registrar (the Registrar of Societies) under the Telangana Societies Registration Act, 2001. The department says you need at least 7 members aged 18 or over, an executive committee of at least 3, a memorandum and bye-laws, and an application that "may have to be made to the Registrar through MeeSeva online". The RERA Act also makes the builder enable the association and hand over documents and common areas to it.

What the RERA Act puts on the builder and on you

WhoWhat the Act saysSection
Builder (promoter)"enable the formation of an association or society or co-operative society ... of the allottees ... under the laws applicable". Where there is no local law, the association "shall be formed within a period of three months of the majority of allottees having booked" their flats.s.11(4)(e)
BuilderProvide and maintain essential services "on reasonable charges, till the taking over of the maintenance of the project by the association of the allottees".s.11(4)(d)
BuilderAfter the occupancy certificate and handover, give "the necessary documents and plans, including common areas, to the association of the allottees ... as per the local laws"; with no local law, within thirty days of the completion certificate.s.17(2)
You (allottee)"shall participate towards the formation of an association or society or cooperative society of the allottees".s.19(9)

RERA Act, 2016 (text read 21 Oct 2026). Which state law counts as the "local law" for your building, and so which deadline applies, is a question for a lawyer (to verify).

The Telangana RERA Rules, 2017 define "association of allottees" as a collective of the allottees "registered under any law for the time being in force" (rule 2(1)(b)).

What to file (Telangana)

"Application; Proceedings of the first meeting; Memorandum of Association; List of members of Executive Committee with name, address, occupation, age and signature; Bye-laws of the Association; Affidavit; Passport size photographs of Executive Committee members."

Telangana Registration & Stamps, FAQs on Society Registration, Q6 (read 21 Oct 2026). The department also publishes model MOA and bye-laws on its site.

Fee: two figures on the department's pages

The FAQ page (Q8) gives the registration fee as Rs.500. The requirements page says "A fee of Rs.200 shall be paid for registration". Confirm the current fee at MeeSeva or the District Registrar's office before you pay (to verify).

First meeting: an agenda you can copy

A starting template, not an official form. Adapt it to your building and the model bye-laws.

  1. Record who attended (flat number, name, signature). You need at least 7 adult members to register.
  2. Resolve to form the association and agree its name (check the name rules below).
  3. Adopt the memorandum and bye-laws (start from the department's model MOA and bye-laws).
  4. Elect the executive committee (at least 3 members) and office-bearers.
  5. Authorise one member to apply to the Registrar of Societies and to collect signatures and photographs.
  6. List what to ask the builder for: approved plans, occupancy certificate, common-area details, maintenance accounts and deposits, equipment warranties and service contracts.
  7. Agree a date to take over maintenance, and who keeps the records till then.

Write the minutes the same day. The "proceedings of the first meeting" are on the documents list.

Rules that apply after you register

From the Telangana Registration department's requirements under the Telangana Societies Registration Act, 2001.

Is a "society" the right form for a flat owners' group?

The society route is what most of the department's pages describe, and the RERA Act lists "association or society or co-operative society" as options. The department's list of society objects (art, charity, culture, "any public purpose" and so on) doesn't name apartment maintenance in so many words, so ask the District Registrar's office whether your bye-laws' objects will be accepted before you file (to verify). Some buildings use other laws, such as a co-operative society; a lawyer can tell you which suits yours.
