Property tax mutation after buying in Hyderabad (GHMC): name change, fee, 30-day route, status check

Official pages read on 21 Oct 2026 · Not legal advice · Government websites change, so re-check before you rely on a step.

Short answer: registering your sale deed does not by itself put your name on the GHMC property tax record. That record changes through mutation. For deeds registered from 1 June 2016, GHMC's procedure says you pay the mutation fee to the Sub-Registrar at registration (by demand draft to the Commissioner, GHMC), and GHMC starts the mutation on its own from the registration data, with a 30-day time frame. Older deeds go through a manual application. Either way, check the status with your assessment number (PTIN) and download the mutation certificate. Don't assume it happened.

Deed registered on or after 1 June 2016, property inside GHMC

Under G.O.Ms.No.155 (in force 1 June 2016) Sub-Registrars collect the mutation fee at registration for a sale or gift and pass it, with the transfer details, to the municipal body. GHMC's online mutation procedure lists the steps:

  1. At registration you hand the SRO a DD for the mutation fee in favour of the Commissioner, GHMC.
  2. The Registration department shares the transaction with the GHMC circle office by web service.
  3. GHMC staff start the transfer of title and send an e-file to the Deputy Commissioner for digital approval.
  4. The approved order is placed on the circle's website; you can log in and view the status.
  5. Time frame: 30 days from receipt at the circle office.
Deed registered before 1 June 2016

GHMC's procedure says you submit the papers to the Deputy Commissioner or a CSC. A Tax Inspector checks the premises and whether the current tax matches the benchmark rate; under-assessment is revised. Approval is "subject to payment of all property tax dues". Papers listed:

Property in one of the 27 municipalities merged into GHMC (Tellapur, Manikonda, Narsingi, Kompally, Boduppal and others)

The CDMA Telangana mutation page says that from 13-12-2025, under G.O.Ms.No.264, 27 municipalities were merged into GHMC: Pedda Amberpet, Jalpally, Shamshabad, Turkayamjal, Manikonda, Narsingi, Adibatla, Thukkuguda, Medchal, Dammaiguda, Nagaram, Pocharam, Ghatkesar, Gundlapochampally, Thumkunta, Kompally, Dundigal, Bollaram, Tellapur, Ameenpur, Badangpet, Bandlaguda Jagir, Meerpet, Boduppal, Peerzadiguda, Jawaharnagar and Nizampet. For citizen services in these areas it points to onlinepayments.ghmc.gov.in, which has a "27 erstwhile ULBs" section with "Apply for Mutation".

GO 155's annexure listed different mutation rates for some of these towns before the merger. Which rate applies to them now is to verify with GHMC.

Other Telangana municipality (outside GHMC)

The CDMA Telangana mutation form says to apply there "only for registrations done before 16-06-2021", using the owner's mobile number for the OTP. For later registrations the page doesn't say what to do if the record didn't change (to verify with your municipality).

The fee (GHMC)

G.O.Ms.No.192 (22-06-2016) corrected GO 155: in GHMC the mutation fee is 0.1% of the registered document value, not 0.5%. GHMC's procedure PDF also says 0.1% (worded as "of the Market Value"), paid by DD to the Commissioner, GHMC. Mortgage and lease deeds carry no mutation fee under GO 155. Confirm the amount with the SRO before you get the DD.

After registration: check it actually happened

  1. Find your assessment number (PTIN) on the seller's latest tax receipt.
  2. Check Know Your Mutation Status on GHMC (search by assessment number).
  3. Download the mutation certificate from the GHMC mutation page once approved.
  4. Check the name on the next tax demand. If the seller's name is still there after the 30-day time frame, take your registered deed and the DD receipt to the circle office.
  5. Wrong spelling or door number? GHMC lists separate "Owner Name Correction" and "Door No Correction" services. Vacant plot? Use "VLT Mutation (Change of Ownership)", not property tax.

No. It is a municipal tax record. Title comes from the registered deed and its chain; check the EC and take a lawyer's view. Not legal advice.
