Stamp duty and registration charges in Telangana (Hyderabad): sale deed, gift deed and power of attorney
Short answer: The stamp duty table the Telangana Registration & Stamps Department links on its website is G.O.Ms.No.59 (20-07-2021, in force from 22-07-2021). It lists 5.5% for a Sale (Article 47-A), 2% for a gift to a family member and 5% for a gift to anyone else. The registration fee notification (in force from 02-09-2021) lists 0.5% for a sale deed outside Gram Panchayat areas and 2% inside one. Transfer duty is not in either document, so ask the Sub-Registrar office (SRO) for the full total before you go.

Which value is duty charged on?
The department's Stamps FAQ (Q18) says stamp duty is levied on the market value of the property in a sale, gift, exchange or settlement, and explains that Government committees estimate those values. Look up the market value on the department's Market Value Search page (unit rates, non-agriculture rates, land or apartment value, by district and mandal). If the price in your deed is higher than the market value, ask the SRO which figure applies (to verify). The department also has a Duty Fee Calculator; we didn't run it for this page.
Worked examples (illustration only)
Sale: a Hyderabad flat (not in a Gram Panchayat) valued at Rs 50,00,000, if charged as a Sale under Article 47-A: 5.5% stamp duty is Rs 2,75,000 and the 0.5% registration fee is Rs 25,000. Add transfer duty and any charges the SRO confirms.
Gift to a daughter: a flat with a market value of Rs 80,00,000: 2% stamp duty is Rs 1,60,000. 0.5% registration fee would be Rs 40,000, but the family-gift fee is capped at Rs 25,000.
NRIs: documents signed abroad
The Stamps FAQ (Q7) says stamp duty on a document executed out of India, to be used in Telangana, can be paid within three months from the date it is received in India, before the District Registrar, under Section 18 of the Indian Stamp Act. For a power of attorney to someone outside the family, the same FAQ (Q8) gives 1% stamp duty on the value of the property as an example, "subject to change from time to time". The stamp duty on a POA to a family member wasn't in the documents we read (to verify). The department's Property Transaction Advisory warns of "several cases of forged power of attorneys including fabricated powers as if given by NRI principals".
How you pay and book
The department's Slot Booking Advisory lists the steps: create a login on the portal, upload the documents, pay the stamp duty and registration fee, book a slot and visit the SRO at that time. The login and payment screens are (to verify); we didn't log in.
