Assigned (DKT) land and the 22A list in Andhra Pradesh: G.O.Ms.444 (2026) checks for buyers in Vizag and Vijayawada

Official pages read on 24 Oct 2026 · Not legal advice · Government websites change, so re-check before you rely on a step.

Short answer: in Andhra Pradesh, assigned land sits in the section 22-A(1)(a) class ("properties prohibited under statute"). Under para 4.1 of G.O.Ms.No.444 dated 22.07.2026, land whose nature is 'Government' in Webland and where any other column says "Assigned" or "DKT" is pushed into the IGRS prohibited database for Webland 2.0 villages. The same G.O. lists narrow exits: assignments made before G.O.Ms.No.1142 of 18.06.1954, Sharatulugala pattas, and assigned land auctioned by a bank or PACS after loan default. For a buyer in Vizag or Vijayawada, the questions are: is the plot assigned land, and if the seller says it is no longer on the list, which paragraph and which order took it off?

Who decides, and how long appeals take

Para 7.1 makes the Revenue Divisional Officer or Sub-Collector the authority to add or delete land under clauses (a) to (d). Para 7.3 needs at least 15 days' notice before any addition, and para 7.4 reserves additions above one acre of agricultural land, or 1,000 square yards of non-agricultural property, to the Government. Para 8 allows an appeal to the Joint Collector within 60 days (up to 120 days with sufficient cause), with a reasoned order due within 60 days. Para 9 allows a revision to the Government within 90 days. Para 12 says a Sub-Registrar who refuses must give a written order with the survey number, sub-division, extent and the 22-A category. To verify: how far the 90-day software changes in para 15 have reached your village, and the current text of the A.P. Assigned Lands (Prohibition of Transfers) Act, 1977 and its amendments, which we did not read live.

Seven assigned-land checks before you buy in Vizag, Vijayawada or elsewhere in AP

  1. Fix the parcel: survey or LP number, sub-division and extent from the 1-B, Adangal and the seller's deed.
  2. Read the land nature: open Meebhoomi and look for 'Government', "Assigned" or "DKT" against your parcel (column names can differ; save a screenshot).
  3. Search IGRS: run the prohibited property search and note the category shown.
  4. Match an exit: if it is assigned land, check whether one of paras 5.4, 5.9 or 5.11 applies, and ask for the paper that proves it.
  5. Check the passbook: see our pattadar e-passbook guide for what the record should show after a valid sale.
  6. Use the appeal route, not a shortcut: a wrong entry is fixed by the RDO or Sub-Collector, then the Joint Collector on appeal. A broker's promise to "get it removed" is not a route.
  7. Tie payment to paper: have your lawyer make the balance payable only after a clean IGRS search or a removal order.

Common mistake: buying a "DKT plot" on a notarised agreement or GPA because it is cheap. If the land is on the 22-A(1)(a) list, the deed cannot be registered, and the money is hard to recover.

FAQ

Is assigned land on the 22A list in Andhra Pradesh?

Yes, under 22-A(1)(a). Para 4.1 of G.O.Ms.No.444 of 22.07.2026 says Webland land of 'Government' nature with "Assigned" or "DKT" in another column is pushed into the IGRS list.

Which assigned lands come off the list?

The G.O. names lands assigned before G.O.Ms.No.1142 of 18.06.1954 (para 5.11), Sharatulugala pattas (para 5.9) and assigned land auctioned after a loan default to the Government, PACS, DCCB or a scheduled bank (para 5.4).

Who removes a wrong entry?

The Revenue Divisional Officer or Sub-Collector (para 7.1). An appeal lies to the Joint Collector within 60 days (para 8), and a revision to the Government within 90 days (para 9).

What if the Sub-Registrar refuses my deed?

Para 12 says the refusal must be a written order stating the survey number, sub-division, extent and 22-A category. Keep it; it is the starting point for an appeal.
