Assigned land (DKT, lavuni patta) check before buying in Hyderabad and Telangana
Short answer: assigned land is Government land granted to a person by the Government, usually with a condition that it must not be sold. In Telangana, transfers of such land are governed by the Telangana Assigned Lands (Prohibition of Transfers) Act, 1977 (Act No. 9 of 1977). The Bhu Bharati Act, 2025 says in section 5(4) that agricultural land is registered only when the transfer is not prohibited under that 1977 Act, and the Registration department's FAQ (Q18) lists transfers "prohibited under any statute" as a class barred from registration under section 22-A. If the papers say "DKT", "assignment patta" or "lavuni patta", stop and ask for the original assignment order and its conditions before you pay any advance.
Assigned land signals in Telangana and what to do
| What you find | What it can mean | What to do before paying |
|---|---|---|
| Old papers say "DKT patta", "assignment" or "lavuni patta" | These are terms commonly used for land given out by the Government. Section 16 of the Bhu Bharati Act names "assigned or lavuni lands" as a class where fraudulent record changes can be revised by the Commissioner. | Ask for the original assignment order: who it was granted to, when, and on what conditions. |
| The seller is not the original assignee but bought from them on a notarised paper or "sada bainama" | Section 6(3) of the Bhu Bharati Act says the regularisation of unregistered sales does not validate any alienation that contravenes the 1977 Assigned Lands Act. | Treat it as a red flag. Unregistered paper from an assignee does not become good title through that route. |
| The seller shows a patta "granted to alienee" | Section 2(12)(l) lists a "Patta granted to alienee under the Telangana Assigned Lands (Prohibition of Transfer) Act, 1977" as one way the record of rights can change. | Ask for the order itself and have a lawyer read what it allows. Do not rely on a verbal "it is regularised". |
| The land came through an assignment of Government, ceiling surplus or Bhoodan land | Section 2(12)(k) lists such assignments by a competent authority as a mutation route, so the record can show the grantee as pattadar. | A pattadar name alone is not proof that the land can be sold. Check the category and conditions. |
| A seller offers a General Power of Attorney instead of a sale deed | The Registration FAQ (Q32) says ownership is not transferred by a GPA; the buyer must get the sale deed registered. | A GPA chain is a common way to sidestep a transfer ban. Insist on a registrable sale deed. |
| Nil encumbrance certificate | The FAQ (Q39) says a Nil EC excludes unregistered transactions and "EC cannot be taken as a sole criterion". | A clean EC does not show the assignment condition. Check the land record and the order. |
Seven assigned-land checks before you buy in Hyderabad and Telangana
- Note the identifiers: survey number, sub-division, village, mandal and extent from the seller's pattadar passbook and deed.
- Read the land record: open the Bhu Bharati land record and save a dated screenshot of the details shown.
- Ask the direct question: was this land ever assigned by the Government (DKT, lavuni, assignment patta)? Get the answer in writing.
- Collect the orders: the original assignment order and any later order that changed the conditions or granted a patta to an alienee.
- Check the prohibited list: use our prohibited property check and keep the result.
- Read the chain: pull the encumbrance certificate and look for gaps filled by GPAs or unregistered papers.
- Protect your advance: ask your lawyer to add a seller declaration that the land is not assigned land and a refund clause if registration is refused.
Common mistake: assuming that a passbook in the seller's name means the land can be sold. An assignee can be the recorded pattadar and still be barred from selling. Ask what kind of land it is, not only whose name is on it.

Can I buy assigned land in Telangana?
Transfers of assigned land are governed by the Telangana Assigned Lands (Prohibition of Transfers) Act, 1977. Section 5(4) of the Bhu Bharati Act, 2025 allows registration of agricultural land only where the transfer is not prohibited under that Act. Ask a lawyer about any exception before paying.
What does DKT or lavuni patta mean?
They are terms commonly used for land granted by the Government. The Bhu Bharati Act itself refers to "assigned or lavuni lands" in section 16. Ask for the original order to see its conditions.
Can a sada bainama make an assigned-land purchase valid?
No. Section 6(3) of the Bhu Bharati Act says that process does not validate an alienation that contravenes the 1977 Assigned Lands Act.
Is a GPA from the assignee enough?
No. The Registration FAQ (Q32) says a GPA does not transfer ownership; the buyer must get a sale deed registered.
