Pattadar passbook (PPB) after buying agricultural land in Telangana: Bhu Bharati ePPB, duplicate PPB, khata merge
Short answer: in Telangana, agricultural land is registered at the Tahsildar cum Joint Sub Registrar office through Bhu Bharati. The Bhu Bharati FAQ says that if the buyer has no pattadar passbook (PPB), a new PPB is sent by post and a copy of the e-passbook (ePPB) is issued the same day; if the buyer already has a PPB, it is updated the same day at the office after registration. Before you pay the balance, check the seller's PPB and the survey number on Bhu Bharati; after registration, download your ePPB and check every line of it.
Your PPB situation and what the Bhu Bharati FAQ says to do
| Your situation | What the Bhu Bharati FAQ says |
|---|---|
| First agricultural land you buy (no PPB yet) | "New PPB will be delivered through Post to the given communication address. However, copy of ePPB will be issued on the same day." The ePPB can also be downloaded from Bhu Bharati Land Details Search. |
| You already hold a PPB (buying more land) | "PPB will be updated on the same day at the Tahsildar cum Joint Sub Registrar Office after registration is completed." Carry it: the registration checklist lists "PPB of Buyer (if available)". |
| You bought before Bhu Bharati and mutation was never done | Apply in citizen login "through Apply for Mutation option" to get the PPB. |
| PPB lost or damaged | "Apply for Duplicate PPB" in citizen login; details required are the PPB number and Aadhaar number. |
| Duplicate PPB applied many times but never printed | If you have more than one khata with the same Aadhaar number in the same village, "it will not be sent for printing". Apply for Khata Merging first (both khatas must carry the same Aadhaar number). |
| A grievance was approved (for example a correction) | The updated passbook is not automatic: "you have to apply for passbook in 'Apply for Duplicate PPB' module." |
| Buyer is a company, firm, trust or society | "Apply for PPB by Institution" module, with the details, at the nearest MeeSeva kiosk. |
| Buyer is an NRI | Register in the NRI portal module first, then apply for the PPB. An NRI without Aadhaar applies with passport, country and land details. (Whether an NRI may buy agricultural land at all is a FEMA question: see the NRI farm-land guide below.) |
Seven checks around the passbook, before and after you pay
- Ask for the seller's PPB number and survey number and look them up on Land Details Search (search by survey number or PPB number). The name, extent and land nature should match the draft sale deed.
- Look for wrong entries now, not later. The FAQ lists separate fixes through the Modification Request Application for a wrong name, wrong extent, a missing survey number, land "wrongly recorded as Government land" (Notional Khata) and land marked as assigned. If the seller's record needs one of these, ask for it to be fixed before registration.
- Check the prohibited list and any court block. Bhu Bharati has a grievance route for removing a survey number from the prohibited list and a Court Cases & Intimation module that can block a survey number from transactions. If either applies, stop and ask a lawyer.
- Bring the right papers on the slot day: seller's PPB, your PPB if you have one, the original document, original e-stamp e-challan, PAN of both (Form 61 if no PAN), Aadhaar of seller and buyer, two witnesses, and any consenting parties.
- Collect the ePPB the same day and read it: your name, father's or husband's name, survey or sub-division number, extent, and land type.
- Got a loan on the land later? When it is repaid, the FAQ says the pattadar executes a re-conveyance deed in the Registration of Mortgage module to remove the mortgage.
- Keep a file: registered document (issued the same day, per the FAQ), ePPB print, slot receipt, e-challan, and the printed PPB when it arrives by post.
Common mistake: paying in full on the strength of a photocopied passbook. A PPB copy can be old. Check the live record on Bhu Bharati the same week you pay, and treat any mismatch between the passbook, the portal and the draft deed as a reason to pause.
Slot rescheduling, from the same FAQ: the first reschedule is free; the second and third cost Rs. 500 and Rs. 1,000.
