Pattadar passbook / e-passbook after buying agricultural land in Andhra Pradesh: Webland auto-mutation, Meebhoomi, MeeSeva form
Short answer: in Andhra Pradesh, land records and e-pattadar passbooks run on WEBLAND (shown to the public through Meebhoomi). NIC Andhra Pradesh says that under WEBLAND 2.0, auto-mutation is "triggered instantly" once land registration is completed. If your record or passbook still does not show you, the MeeSeva form Mutation and Title Deed cum Pattadar PassBook lets a buyer apply for "Mutation and title deed cum e-pass book", with an address where the e-passbook is sent. Check the seller's 1-B and Adangal first, then check yours after registration.
What the MeeSeva application form asks for (purchase case)
| Part of the form | What it asks |
|---|---|
| Applicant type | Indian Citizen (Aadhaar, with OTP or biometric authentication) or NRI (identity of the NRI, plus an "NRI proof document"). |
| Service type | "Mutation" or "Mutation and title deed cum e-pass book". Choose the second if you also want the passbook. |
| Mutation category | New Registration, Backlog Mutation or Succession; sub-category purchase, will deed or gift deed. |
| For a purchase | Seller name and address, survey number / sub-division, khata number, extent, document number and date, village. |
| Buyer | Name, Aadhaar, father's or husband's name, gender, buyer khata number, permanent address, and an "Address to send the e-passbook" (delivery: manual, local post or non-local post). |
| Uploads | Application form, registered document copies, "Old Pattadar Passbook/Title deed/ (Seller PPB/TD)", tax receipts if any, recent photo, signature; NRI proof if NRI. All PDF, total under 3 MB. |
Seven checks for a buyer of farm land in Vizag, Vijayawada, Guntur or Tirupati districts
- Get the seller's passbook or title deed copy (the form calls it "Seller PPB/TD") and the survey number and khata number. You will need these for the mutation form anyway.
- Open Meebhoomi and check the 1-B and Adangal for that survey number. The owner name and extent should match the draft sale deed.
- Know the record type. NIC AP says WEBLAND covers "Government, Endowment, and Forest lands" as well as private land, under unique khata numbers. If the survey number sits in one of those, ask a lawyer before you go further.
- Ask whether the village has been resurveyed. Under WEBLAND 2.0 each resurveyed parcel gets a Land Parcel Number (LPM), which then becomes the reference for banks and other departments. Match the LPM, not only the old survey number (exact mapping in your village: to verify).
- After registration, check 1-B and Adangal again. Auto-mutation is meant to update them on completion of registration. If they still show the seller, apply at the village or ward secretariat; Meebhoomi lists "Mutation for Transactions" and "Mutation for Correction" among the services there.
- Use the e-passbook download on Meebhoomi once your name shows (the home page counts "Electronic Passbook Downloads"); search fields and captcha are to verify.
- Keep a file: registered document, seller's PPB/TD copy, your e-passbook, 1-B and Adangal prints, tax receipts and the MeeSeva acknowledgement.
Common mistake: assuming the sale deed alone finishes the job. If 1-B still shows the seller weeks later, a bank or a later buyer will see the seller's name. Check, and apply if the auto-mutation did not happen. If anyone asks for a bribe, Meebhoomi gives toll-free number 14400 for complaints.
Not confirmed on an official page today (to verify): news reports from May 2026 say new passbooks issued after the resurvey carry a QR code and that 1-B and Adangal names change automatically after each registration. We have not read this on a government page, so check at the Tahsildar office.
