Can a builder charge for car parking in Andhra Pradesh? AP-RERA on open, covered parking and garages
Short answer: AP-RERA's own FAQ answers this. Open parking is part of the "common areas" that go to the association of allottees after the Occupancy Certificate, so the promoter is not permitted to sell or allot open parking. Covered parking is permitted to be sold. A garage as defined in the RERA Act can also be sold, even separately from a flat (AP-RERA FAQ Q13, Q18 and Q26). Ask the builder in writing which kind your slot is before you pay.

What to do in AP before you pay for parking
- Get the slot type in writing: open, covered (stilt, basement or podium) or garage, with the slot number and level.
- Refuse a charge for an open slot. FAQ Q26 says selling open parking is not permissible. Ask for the charge to be removed from the cost sheet.
- Put any covered slot or garage in the agreement for sale. The price, number and location should be in the agreement you register (see our AP agreement of sale checklist), not just on a receipt.
- Look at the project's quarterly updates on AP-RERA (the garages-booked list, FAQ Q43). Our AP-RERA project check guide shows how to find the project.

Red flag: "parking is compulsory, pay Rs X for it" when the slot shown is in the open, or one slot quietly "allotted" to two flats. If the builder will not correct it, AP-RERA takes complaints (see our AP-RERA complaint guide).

Can a builder sell open parking in Vizag or Vijayawada?
No. AP-RERA FAQ Q26 says sale or allotment of open parking areas by the promoter is not permissible, because open parking is a common area (Q13).
Can covered parking be sold in Andhra Pradesh?
Yes. FAQ Q26 says covered parking is permitted to be sold, and so is a garage as defined in the Act.
Can I buy a garage without buying a flat?
