Road widening land surrender and TDR certificate in Andhra Pradesh (DTCP): Vizag, Vijayawada and other towns

Official pages read on 22 Oct 2026 · Not legal advice · Government websites change, so re-check before you rely on a step.

Short answer: in Andhra Pradesh, if part of your plot is needed for a Master Plan road or another public purpose, you surrender it free of cost to the municipality or development authority by a registered gift deed. You then get a TDR certificate (400% of the area for roads) or build the extra area on your own remaining site. Every application, sale and use goes online through the DTCP TDR portal.

What the rules say

The DTCP Handbook on TDR (2026 edition) says TDR is granted under Rule 168 of the A.P. Building Rules, 2017 and Government Orders including G.O.Ms.No.119 (2017), 223 (2018), 180 (2020) and later amendments up to G.O.Ms.No.161 (29.07.2026). It says "TDR is awarded only after the land is transferred to the Local Body / Development Authority by registered gift deed" and "No development permission shall be given for the remaining site until this condition is complied with."

Land given up forTDR awarded
Master Plan road, circulation network, public-purpose sites, bus stops, metro and BRTS400% of the area surrendered
Lakes, water bodies, nala foreshores, green buffers, roads beside electric tower lines and oil or gas pipeline clearances200% of the area surrendered
Heritage buildings (of built-up area) and approved slum redevelopment sites100% of the built-up area

The handbook's example: surrender 50 sq.m for a Master Plan road and you are eligible for 200 sq.m of extra built-up area, adjusted for the relative land values of the two sites when used. A certificate can be used in any ULB, UDA or CRDA area except the capital city.

How a TDR is issued

  1. Apply online at tdrdtcp.apcfss.in with ownership documents, the area affected and any earlier TDR benefit claimed. Your login is validated by the Town Planning section.
  2. Site inspection by Town Planning officials.
  3. Public notice in one Telugu and one English daily, with 7 days for objections.
  4. Scrutiny Committee review, which checks title using the registered deed, link documents, 1B, Adangal and an encumbrance certificate for the last 13 years, plus the SRO market value.
  5. Approval by the Commissioner or Vice-Chairman, and the TDR is generated online.

When you cannot claim TDR

The handbook lists cases under G.O.Ms.No.180 (01.10.2020), including: you already got permission or relaxations by earmarking the road portion; the building was approved or built before that GO leaving the road portion; land was sub-divided without approval (see our split plot guide); roads a developer formed for its own project; TDR already issued; or no building proposal.

Buying a TDR bond

The AP TDR portal FAQ says you can buy a TDR bond online, "But, both vendor and vendee Aadhar authentication (finger prints) is required." If you bought a bond that is not yet in the TDR register, you raise a request with the agreement and the TDR bond.

Buying a flat on a "TDR floor"? Check this first

In Andhra Pradesh, TDR "is used for construction of additional built-up area", and the DTCP handbook says "TDR is not allowed in unauthorised buildings / structures / constructions". Builders can use a TDR bond in APDPMS, the state's building permission system, by entering the TDR holder's Aadhaar and mobile number (AP TDR portal FAQ).

If your flat is on a floor the builder says was "added with TDR", ask for the APDPMS building permission and sanctioned plan and check that your floor is in it. TDR cannot be used in an unauthorised building, according to the DTCP handbook.

  1. Ask the builder for the APDPMS permission number and the sanctioned plan showing the TDR used.
  2. Check the permission and occupancy certificate (see our building permission guide).
  3. Check the occupancy certificate covers all the floors, including yours.
  4. Check the project's AP-RERA registration shows the same number of floors.
