Andhra Pradesh property market value check on IGRS AP: Vizag, Vijayawada, Guntur, Tirupati
Short answer: In Andhra Pradesh, stamp duty on a sale, gift, exchange or settlement is charged on the property's market value fixed by the government's committees. You can look up that value for a village or locality in Visakhapatnam, NTR (Vijayawada), Guntur, Tirupati or any other district on IGRS AP's free Unit Rates page: choose Non-Agriculture or Agriculture Rates, then District, Mandal and Village, and press Get Details. If you disagree with the value at the Sub-Registrar office, the department's Stamp Duty FAQ (Q18) sets out the Section 47A route.
How to look up the value (what the official page asks for)
- Open Unit Rates on registration.ap.gov.in (menu Market Value). No login is needed to open it.
- Choose Non-Agriculture Rates (house site, plot, flat, building) or Agriculture Rates.
- Select District, Mandal and Village, then Get Details. Use the village written in the link documents and the EC, which may differ from the area name in the ad.
- The page loads its lists from the department's servers, and we didn't run a full search for this page, so the result screen layout is (to verify).
Check the total with the official calculator
IGRS AP's Duty Fee Calculator shows Stamp Duty, Transfer Duty, Registration Fee, User Charges, Market Value, Consideration Value and Total Payable. It asks for the type of registration, the nature of document and the total consideration value, and whether the property is available. On the starting screen we opened on 14 Oct 2026, User Charges showed Rs 500 before any input (to verify for your document). For the rates themselves, see our AP stamp duty and registration charges page.
What happens at the Sub-Registrar office
The department's Stamp Duty FAQ (Q18) says, in short:
- Market value, as defined under Section 47A of the Indian Stamp Act, 1899, is the value the property would fetch if sold in the open market. Urban and rural committees with Revenue, Municipal, Zilla Parishad and Registration officials estimate it from sources such as development authority auctions, banks, registered documents reflecting real consideration and land acquisition compensation, publish it, and hear public objections.
- When you present the document, the Sub-Registrar gives a market value slip in the prescribed form. If you agree to pay stamp duty on that value, the document is registered.
- If you don't agree, the document is kept pending and referred to the Collector (District Registrar) under Section 47A after you deposit 50% of the deficit stamp duty. The District Registrar hears the parties and may inspect the site. An appeal lies to the Civil Court within 60 days of the District Registrar's order.
Values under revision? You can object
IGRS AP has a Market Value Guidelines (Revision Proposed) page where you pick the District and SRO and open the proposed rates in four forms: Locality Wise Rates-Urban (Form 1), Urban-Door no. wise Rates (Form 2), Rural-Village Wise Rates (Form 3) and Rural-Survey no. Wise Rates (Form 4). Its note says any objection or suggestion has to be submitted before the concerned Sub-Registrar or through Grievance. Whether a revision is open right now is (to verify) on that page.
The department's Market Value Guidelines page lists the circulars behind the scheme. The 12 we saw on 14 Oct 2026 are dated 2010 to 2013 (for example revised structure rates w.e.f. 01-04-2013, Procgs. No. MV6/12658/2012), from before the state was divided. Newer structure rates and orders are (to verify) with your SRO.
What it means for you
- Green: your agreed price is at or above the government value for that exact village or locality, and the door number or survey number on the papers is the one you searched.
- Amber: the seller wants the deed written at a lower figure than you're paying, or a revision is open for that SRO. Duty is still charged on the market value; ask your lawyer before you sign.
- Red: pressure to under-value the deed with part of the price "outside", or a seller who won't share the village, door or survey number you need for the search. Don't pay.
Then do the land and title checks
- Meebhoomi land record check. If you live abroad: NRIs and OCIs can't buy agricultural land, plantation property or a farm house (RBI Master Direction, para 3.1.1).
- Encumbrance certificate (EC) on IGRS AP and the prohibited property search.
- Buying a flat in a project? Verify its AP-RERA registration. Buying an open plot? See the AP layout approval and LRS check.
- Signing through someone in India? See our AP power of attorney page.
We don't value property for anyone. The government's market value is for stamp duty, not a price guide or a bank valuation. This page shows what IGRS AP's own pages say, as we read them on 14 Oct 2026. Property in Hyderabad or elsewhere in Telangana? See our Telangana market value check.
