Land use certificate and Master Plan zoning check before buying a plot near Hyderabad (HMDA, TG-bPASS)
Short answer: a plot's sale deed says who owns it. It does not say what the land may be used for. That comes from the Master Plan and its zoning regulations. Around Hyderabad, the Master Plan zone decides whether you can build a house, and the authority's Land Use Certificate confirms it in writing. TG-bPASS lists "Land Use Certificate as per Master Plan" as a DTCP/HMDA service with a 3-day timeline (TG-bPASS timelines, read 24 Oct 2026). Before you pay an advance on an open plot, find the zone on the HMDA Master Plan map and, for a large purchase, get the Land Use Certificate for the survey number.
Why it matters: a plot can have clean title and a clean EC and still sit in a zone where a house is not allowed, or under a proposed Master Plan road. Neither shows up in the registration records. This page sits next to our layout and LRS check and our building permission check.

| Where HMDA applications go | HMDA's DPMS page: from 24 April 2024, building permissions, occupancy certificates, layout permissions and group housing permissions in gram panchayat areas within HMDA limits are processed "exclusively" through TG-bPASS, and DPMS takes no new applications "except CLU" (Change of Land Use). Buyer: five zoning checks before you pay for a plot near Hyderabad
- Get the survey number, village and mandal from the seller's documents. The Master Plan maps are by district and village, not by venture name.
- Open the right Master Plan map on HMDA's Master Planning 2031 page (or the core-area plan inside the old MCH limits) and find the survey number. Look at the colour or zone, and at any proposed road line running through or along the plot.
- Read the zone against the regulations. Residential use is what you want for a house plot. If the map shows a different zone (for example conservation, industrial or a water body), stop and ask your lawyer before you pay anything. Our reading of the zoning regulations is no substitute for theirs.
- Get the Land Use Certificate for big purchases, or ask the seller for a recent one. A map read on your phone is only a first screen; the certificate is the authority's written answer, with a 3-day timeline on TG-bPASS.
- Match it with the layout. A residential zone doesn't make a layout approved. Check the layout permission or LRS separately, and the lake FTL and buffer zone if there is water nearby.
Common mistake: taking a brochure line like "residential zone" or "HMDA zone" as the answer. Those are the seller's words. Ask for the survey number and check the map or the certificate yourself. If the seller says a Change of Land Use is "in process", treat the plot as not yet residential. HMDA's DPMS still takes CLU applications, and an application is not an approval.

What is a land use certificate in Hyderabad?
A written statement from the planning authority of the land use zone of a survey number under the Master Plan. TG-bPASS lists it as 'Land Use Certificate as per Master Plan', a DTCP/HMDA service with a 3-day timeline.
Where can I see the HMDA Master Plan 2031 map?
On HMDA's Master Planning 2031 page, which has land use maps for 30 planning districts such as Shamshabad, Maheshwaram and Ghatkesar. The core-area plan is listed on HMDA's Master Plan page.
Is the land use certificate the same as NALA conversion?
No. The certificate shows the Master Plan zone. NALA conversion is the Revenue department's permission to use agricultural land for non-agricultural purposes. A plot may need both.
Can HMDA still change the land use of my plot?
HMDA's DPMS page says new DPMS applications are not taken except for CLU (Change of Land Use), so CLU applications continue. An application is not an approval.
Does a residential zone mean the layout is approved?
No. Zoning and layout approval are separate. Check the layout permission or LRS separately.
