Vacant land tax (VLT) on an open plot in Hyderabad: GHMC rate, documents and dues to check before buying
Short answer: an open plot inside GHMC limits pays Vacant Land Tax (VLT), not the usual house property tax. GHMC's VLT procedure note puts it at half a percent (0.5%) of the land's estimated capital value under Section 199(3) of the GHMC Act. A plot has its own VLT number, and GHMC's VLT payment page asks for that number and the registered mobile number. Before you buy an open plot in Hyderabad, ask the seller for the VLT number and receipts and check that nothing is pending. Unpaid VLT is a charge on the plot, and once you are the owner, collecting it is between you and GHMC.

What GHMC's own pages say
| Point | Official source and what it says | Status |
|---|---|---|
| Rate | GHMC Act s.199(3), quoted in the VLT procedure note: land not used only for agriculture, and not occupied by or appurtenant to a building, is taxed at "half percent" of its estimated capital value. The note's procedure line says "@ 0.5% on capital value". (One bracket in the PDF prints "0.05 percent", but the same PDF says 0.50 percent under s.212, and half a percent is 0.5%.) | Read 24 Oct 2026 (search copy of the official PDF; GHMC blocked our direct download) |
| Land next to a house | s.212: open land up to three times the building's plinth area (including its site) or 1,000 sq m, whichever is less, is treated as part of the building and taxed with it. Only the land above that limit pays VLT at 0.50%. | Read 24 Oct 2026 |
| How GHMC assesses | Registered documents of the open plot are collected from the owner or the Registration Office. The Tax Inspector or Bill Collector inspects the plot and checks "whether the land has clear title" before imposing VLT. | Read 24 Oct 2026 |
| Documents asked for | (1) registered sale deed, (2) link documents attested by a Gazetted Officer, (3) LRS regularisation, if any, (4) latest EC and market value. | Read 24 Oct 2026 |
| Pay and check online | The VLT payment page takes the VLT number and the registered mobile number. It says you don't need a bank account to pay, and it links to updating the mobile number against a VLT number. GHMC also has a VLT Assessment Revision Form and lists "Know your Vacant Land details" on its EoDB page. | Read 24 Oct 2026 (search copies; pages blocked our direct fetch) |
| Interest on arrears; plots outside GHMC | Not in the pages we read. Other Telangana municipalities and corporations levy tax under their own Act and rates. | To verify with the municipality |
Buyer: six VLT checks before you pay for an open plot in Hyderabad
- Ask for the VLT number and the last few payment receipts. If the seller has none, the plot may never have been assessed. Ask why, and ask your lawyer how that affects you.
- Match names and extent. The owner name and plot area on the VLT record should match the sale deed and the EC.
- Look for arrears. Ask the seller to clear any pending VLT before registration, and keep the receipt in the deal file.
- Read the documents list as a checklist. GHMC asks for the sale deed, attested link documents, LRS regularisation if any, and a recent EC. If the seller can't produce these for GHMC, they are the same gaps a buyer should worry about. See our LRS and layout check.
- After purchase, move the VLT into your name and update the registered mobile number so the payment page works for you.
- When you build, the plot moves from VLT to property tax on the building. Keep the last VLT receipt.
Common mistake: treating a VLT receipt as proof of title. GHMC checks title before it assesses, but a tax record is still a municipal record, not a title document. Your lawyer must read the full chain and a fresh EC.
