E-stamp / franking for agreements in Andhra Pradesh (Vizag, Vijayawada)
Short answer: In Andhra Pradesh (including Visakhapatnam / Vizag and Vijayawada), the Registration & Stamps Department's official E-Stamp FAQ says the Government has permitted payment of Stamp Duty (both eStamp and Deficit Stamp Duty), Registration Fee and User Charges through eStamping. StockHolding Corporation of India Limited (StockHolding / SHCIL) is the Central Record Keeping Agency (CRA). You get an e-Stamp Certificate from an Authorised Collection Center (ACC); it carries a Unique Identification Number (UIN) you can verify on www.shcilestamp.com. The department also publishes an eStamp – Franking Machine Vendors list and a Stamp Vendor List, and StampDuty_FAQ still describes low-denomination non-judicial stamp paper + challan. We don't sell stamp paper or stamp documents for anyone. This page shows what the official pages and FAQ showed when we read them on 14 Oct 2026.
How AP e-Stamping works (from the official E-Stamp FAQ)
- CRA: StockHolding is the CRA appointed by the Government of Andhra Pradesh for stamp duty, registration fee and user charges (E-Stamp FAQ).
- ACC: Authorised Collection Center — an agent appointed by StockHolding (scheduled banks, Citizen Service Centres, stamp vendors, individuals, financial institutions, etc.). ACCs issue certificates at their counters.
- Find an ACC: district / SRO-wise list on the department site at E-Stamp ACC List (form opens with Select District), and on the StockHolding Andhra Pradesh tab (lists of StockHolding counters, stamp-vendor counters, CSC VLE, banks/other ACC, individuals). StockHolding Vijayawada office contact is printed on that page (mail / phone as shown there).
- Get the certificate: approach an ACC, fill the eStamping application form; the certificate is generated after funds are realised (immediate for cash; after realisation for cheque / DD / pay order / RTGS / NEFT / account transfer). You can print part of the document in the specified place on the eStamp Certificate.
- Verify: on www.shcilestamp.com → verify e-Stamp certificate — State, Certificate Number (UIN), Stamp Duty Type (description of document), Certificate Issue Date, and a 6-character alphanumeric string.
- Important FAQ lines: payment in INR only; check and sign the preview before generation; preserve the e-Stamp carefully — a duplicate copy is not issued; CRA is not authorised to issue a duplicate if lost (refer to the Stamp Act in the state); cancellation goes to the Competent Authority at the Stamp Office.
Deficit stamp duty, registration fee and user charges
- Deficit stamp duty: visit an ACC for a Deficit Stamp Duty certificate. For registration, produce both the document printed on eStamp and the Deficit Stamp Duty Certificate at the SRO. The FAQ says no part of the document should be printed on the Deficit Stamp Duty Certificate.
- Registration fee and user charges: obtain a Registration Fee Receipt at an ACC; produce the eStamp document, any Deficit certificate and that receipt at the designated SRO.
- Slot booking still needs PDE / challan details as in our AP registration slot booking guide — e-stamping is the payment instrument, not a substitute for Application ID and slot confirmation.
Franking, stamp vendors and old paper + challan route
- eStamp – Franking Machine Vendors list on IGRS (page title as published; filter by Registration District). Live search results for a named vendor are (to verify) — we did not pick a vendor.
- Stamp Vendor List is published on the same site.
- StampDuty_FAQ.pdf Q4 (checked 14 Oct 2026): duty can still be paid by impressed stamps, adhesive stamps, or DD / pay order / challan. It states Andhra Pradesh sells only low-denomination Non-Judicial stamp papers; remaining duty by challan tagged to the SRO's designated bank branch (worked example in the FAQ: five Rs.100 papers + challan for the balance). Q5: one stamp paper, one purpose.
Published percentage rates for sale, gift, agreement of sale and POA are on our AP stamp duty and registration charges guide — we don't invent rates on this page. NRI POA detail: GPA / SPA stamp duty in AP.
Step by step: stamp an agreement in Vizag or Vijayawada
- Confirm the instrument type with your lawyer (sale deed, agreement of sale, rent, GPA/SPA, etc.) and whether it will be presented for registration.
- Look up an ACC on E-Stamp ACC List (Select District) or on shcilestamp.com Andhra Pradesh.
- Fill the ACC application, pay by an accepted mode (cash / cheque / DD / pay order / RTGS / NEFT / account transfer — FAQ list). RTGS/NEFT: the FAQ says initiate only after consulting the nearest e-Stamping centre.
- Check the preview and sign before the certificate is generated. Note the UIN.
- Verify the UIN on www.shcilestamp.com before you rely on the paper at the SRO.
- If registering: finish Public Data Entry (PDE), pay any remaining RF/UC path your lawyer uses, and book the SRO slot (slot guide). Login / OTP / payment-gateway screens are (to verify).
- Before you pay the seller: run the IGRS AP encumbrance certificate check — an e-Stamp on a flawed deed does not fix title.
What it means for you
- Green: ACC from the official list, UIN verifies on shcilestamp.com, preview signed, deficit / RF receipts match what the SRO will ask for, and PDE + slot are ready if you are registering.
- Amber: only a private shop offering "stamp paper" with no UIN / no ACC listing, or an e-Stamp you have not verified online yet.
- Red: someone offers a "duplicate e-Stamp" (the FAQ says duplicates are not issued), or wants full consideration before stamping and before you have an EC. Stop.
