E-stamp / franking for agreements in Telangana / Hyderabad (sale, rent, POA)

Short answer: In Telangana / Hyderabad, stamp duty for a sale, rent or power-of-attorney agreement is paid on the Registration & Stamps portal, not through StockHolding (SHCIL) e-Stamping. StockHolding's own e-stamping state list (as shown on 14 Oct 2026; list dated 20 Mar 2025) names many states including Andhra Pradesh — Telangana is not on that list. For deeds that will be registered, the department's home page says payments go through the Pre Registration / slot-booking module. For non-registration stamp payments the same banner points to e-STAMPS (and the Meeseva App). Traditional low-denomination non-judicial stamp paper, adhesive stamps, challan / DD, and licensed franking-machine holders are also listed on the department site. Three different routes people mix up

Registration path (sale deed and most deeds at the SRO): pay stamp duty and registration fee inside Pre Registration on registration.telangana.gov.in, then book the SRO slot. See our registration slot booking guide.
Non-registration e-STAMPS: the home-page tile e-STAMPS opens eStamp_Dashboard.htm (citizen login: User Type, Mobile/Email ID, Password, captcha). The Downloads menu also links an eSTAMPS / eChallan user manual. Post-login payment screens are (to verify). The banner on the home page says e-STAMPS / Meeseva App is for non-registration services; registration payments must go through Pre Registration.
Paper / adhesive / franking: FAQs-Stamps Q4 lists impressed stamps (treasury, licensed stamp vendors, Sub-Registrar offices), adhesive stamps, or payment by DD / pay order / challan. The Stamp Vendors / Notaries / Franking Services page links Stamp Vendor List, Franking Machine Holders and Franking Machine eChallan (for franking-machine licence holders).

What FAQs-Stamps says about stamp paper in Telangana

Q4 / Q21 (checked 14 Oct 2026 on faqsStamps.htm): Non-Judicial stamp papers of Rs.10, Rs.20, Rs.50 and Rs.100 only are available from Sub-Registrar offices, licensed stamp vendors or post offices. Higher duty is paid by challan (the FAQ's worked example: buy five Rs.100 papers for Rs.500, pay the rest by challan).
Q5: a stamp paper used for one purpose cannot be reused for another.
Q6: duty is generally paid before or at the time of execution; plain-paper + DD/challan within one year, then District Registrar endorsement under ss.41–42, is also described for documents not coming for registration.
Q20: no time limit stated for using purchased stamp papers.
Q7 (document executed outside India for use in Telangana): duty can be paid within three months of receipt in India, endorsed by the District Registrar under s.18.

Step by step: get the stamp right before registration day

Decide if the agreement will be registered. Sale deeds and most property deeds go through Pre Registration + slot booking. Unregistered rent / POA / other non-registration instruments are the e-STAMPS / paper / franking path — confirm with your lawyer which route applies.
If it will be registered: open Pre Registration on registration.telangana.gov.in, complete the online entry, pay stamp duty + registration fee there, then book the SRO slot (slot guide). Login / payment-gateway screens are (to verify).
If it is a non-registration stamp payment: use the e-STAMPS dashboard (or Meeseva App as named on the home banner). Create / use a citizen login. What you see after captcha is (to verify).
If you need physical stamp paper or franking: check the official Stamp Vendor List and Franking Machine Holders lists. Low-denomination NJ papers only (up to Rs.100); pay the balance by the challan route the FAQ describes. An Indent for Stamp form is also published on the site.
Don't reuse paper. FAQ Q5: one purpose only.
Refunds: stampProcedure.htm says challan refund claims have a maximum limitation of 6 months, with 10% of the total stamp duty deducted. Apply through the Sub-Registrar to the District Collector / Sub-Collector / Deputy Collector / RDO / Tahsildar with original challan and bank receipt.
Before you pay the seller: still run the encumbrance certificate (EC) check and the other DIY checks — stamping a bad deed does not fix title.

What it means for you

Green: you know whether this instrument is registration or non-registration; payment is on the department's Pre Registration or e-STAMPS path (or a listed vendor / franking holder); denominations and challan match the FAQ; names and property details match the deed draft.
Amber: someone offers only a high-value stamp paper from a private shop, or asks you to "pay by SMS link" — the home banner says no SMS payment link is sent; you are redirected to the portal's own net-banking option.
Red: a counterfeit high-denomination stamp paper, or a seller who wants the full consideration before stamp duty / Pre Registration is done and before you have an EC. Stop and straighten that out first.

Does Telangana use SHCIL / StockHolding e-Stamping?

StockHolding's e-stamping page lists the States/UTs where e-Stamping is operational (list shown as of 20 Mar 2025 when we read it on 14 Oct 2026). Telangana is not on that list. Telangana runs its own e-STAMPS dashboard on registration.telangana.gov.in for non-registration payments, and Pre Registration for registration payments.
