Electricity meter name change after buying in Andhra Pradesh (Vizag, Vijayawada, Tirupati): APEPDCL, APCPDCL, APSPDCL
Short answer: In Andhra Pradesh the electricity name change goes to the power company printed on your bill. APEPDCL, which serves Visakhapatnam, lists an application fee of ₹500 for a name transfer in its fee sheet (Reform No. 90). For customer services like this it asks for a signed application with your mobile and Aadhaar and a copy of the bill. APEPDCL also states that its documents are not evidence of your occupation of the premises, so a bill in your name never replaces the registered deed.
Which company is yours?
- APEPDCL (Eastern Power Distribution Company of AP, corporate office Visakhapatnam): Vizag and the north coastal districts.
- APCPDCL (apcpdcl.in): Vijayawada and Guntur areas, as far as we know (to verify on your bill). Its site has "Service Request Registration", "Online Payment for New connection/Service Request Demand" and "Know Your Registration Status".
- APSPDCL: Tirupati, Nellore, Kadapa and the southern districts (to verify on your bill).
The company name and service number are on every bill. Use them, not the district name, to pick the right site.
APEPDCL (Vizag): what it asks for
From APEPDCL's documents page, for customer services other than a new connection:
- Completed and signed application form with the signed declaration, including your mobile and Aadhaar number
- Copy of the bill. APEPDCL says it need not be the latest, is only to confirm the consumer number, and leaving it out cannot be a ground for rejection
- For address correction and permanent dismantlement, the original consumer must be present
For proof of ownership, the same page lists a registered sale deed, an allotment or possession letter, a municipal tax receipt or panchayat approval, a registered gift deed, or a registered will. Its forms are on the application forms page, and its toll-free number is 1912.
APSPDCL through MeeSeva
An APSPDCL MeeSeva kiosk manual for the "Name Change Service" lists user charges of ₹35, an inspection charge of ₹305 for domestic, and courier charges of ₹25. It lists the application form, ID proof, ownership certificate or sale or gift deed, municipality or gram panchayat permission letter, indemnity bond, transfer or transferee document, and latest bill and receipt. That manual is old (it still lists Krishna and Guntur under APSPDCL), so treat its fees as a guide only and check at the MeeSeva counter (to verify).
Before you pay: the seller's unpaid power bill
In K.C. Ninan v. Kerala State Electricity Board (Supreme Court, 19 May 2023, 2023 INSC 560), the Court held that under general law old electricity arrears are not automatically a charge on the property, but that a regulator's conditions of supply can make a later owner or occupier pay the previous owner's arrears before getting a connection. So the practical rule for a buyer is simple: get the seller's latest bill and paid receipt before the final payment, and put "all electricity dues up to handover paid by the seller" in the sale terms. Whether your state's current supply conditions carry such a clause, and how it applies to your purchase, is a question for your lawyer (to verify).
Green / Amber / Red
- Green: registered deed in your name, last bill paid, the service number and address on the bill match the property, and the seller has signed any transfer form the company asks for.
- Amber: the connection is in an earlier owner's or tenant's name, or the bill address doesn't match the deed. Get link documents before the final payment.
- Red: arrears or a disconnection notice on the bill, or the seller won't sign. Hold the balance until it is settled in writing.

APEPDCL's fee sheet (Reform No. 90) lists an application fee of ₹500 for a name transfer.
Which documents does APEPDCL need for a name change?
A completed and signed application with the declaration, including your mobile and Aadhaar number, and a copy of the bill to confirm the consumer number. Keep your registered deed ready as proof of ownership.
How do I apply in Vijayawada or Guntur?
Check the company name on your bill. If it is APCPDCL, its website has a Service Request Registration option, online payment for service request demands and a registration status check.
Is an electricity bill proof of ownership in Andhra Pradesh?
No. APEPDCL states that its documents are not evidence of the nature of your occupation of the premises. Ownership comes from the registered deed and the land or municipal record.
Can the company ask me to pay the seller's old dues?
In K.C. Ninan v. KSEB (2023) the Supreme Court held that supply conditions can require a later owner to clear earlier arrears before a connection. Get the seller's latest paid bill before you pay. Not legal advice.
