Home loan closed in Hyderabad, Telangana: release of mortgage and re-conveyance registration fee
Short answer: In Telangana, a document that releases a mortgage after a home loan is closed (a receipt discharging mortgage rights, a release of a deposit of title deeds, or a re-conveyance) carries a flat registration fee of Rs 2,000 (registration fee notification dated 02-09-2021, Category 3, row 2). The stamp duty for it is not listed in the Telangana duty table or Ready Reckoner we read, so confirm it with the Sub-Registrar.
The row, as published
- Category 3, row 2: "Receipt discharging Mortgage rights or Release of any Mortgage rights including Release of Deposit of Title Deeds or Re-conveyance of Mortgage rights": Rs 2,000. It is a fixed amount, not a percentage of the loan.
- Same table, row 1, for comparison: rectification, ratification or cancellation of any deed is also Rs 2,000 (rectification and cancellation guide).
- Stamp duty: the 2021 stamp duty G.O. lists sale, gift, settlement, partition, exchange and similar rows, and the Ready Reckoner lists mortgage rows (mortgage without possession 0.5%, deposit of title deeds 0.5% up to Rs 50,000), but neither shows a row for a release or re-conveyance. The figure is to verify with the office.
Who pays the stamp: section 29 of the Indian Stamp Act, as it continues in Telangana, says that unless agreed otherwise, the stamp on a conveyance "including a reconveyance of mortgaged property" is borne by the grantee, which on a re-conveyance is the borrower getting the property back. Your loan papers may say otherwise.
How it adds up
Example only, not a quote: the Rs 2,000 fee is from row 2; stamp duty and user charges are to verify and come on top.
- Loan of Rs 30,00,000 closed: registration fee Rs 2,000 + stamp duty (to verify) + user charges (to verify).
- Loan of Rs 1,20,00,000 closed: the fee is still Rs 2,000, because the row is a flat amount.
- When you took the loan: a deposit of title deeds was listed at 0.5% duty capped at Rs 50,000 plus a 0.1% fee capped at Rs 10,000 (home loan mortgage guide). Closing it costs far less.
Three things to ask before you close the loan
- Bank: will it give a no-dues letter only, or also execute a release or re-conveyance? If your mortgage was registered, ask whether a registered release is needed to show it as closed (to verify).
- Documents back: ask for the list of title deeds the bank took at the start and tick off each original as it is returned.
- Sub-Registrar: the stamp duty on the release, and the user charges, before the bank's officer comes to sign (to verify).
Whether your bank must give you a registered release, and what your loan papers say, are questions for your bank and your own lawyer. This page only lists the published fee and duty rows. Not legal advice.

No. Row 2 is a flat Rs 2,000, not a percentage.
